Whenever my crosshair is exactly in the middle of the screen this happens

Doesn't happen anywhere else that I've visited so far.

Card name: AMD Radeon HD 7800 Series

Effect happens consistently, persists on reload of game.

Graphical settings are medium with AO, AF, Godrays, Motion Blur, Lens Flare turned off in windowed borderless
