It looks a lot bigger in that picture than the one from the OP. It also looks like there are surrounding houses that don't show up in the OPs picture. Honestly, Whiterun just looks better designed overall.

Taking into account the area covered by clouds, to the south, that you can barely make out, that comprises almost half the city, I'd say it's almost twice the size of Bruma, at least half again as big.

First of all, we don't know the relative scale INSIDE of Whiterun. God knows a lot of Oblivion cities on the outside looked smaller than they appeared until you got into them.

Still, most cities in Oblivion were absolutely stale. Very little to do within them.

Being able to work, live a solitary life, drink amongst others in taverns, etc, make the cities have lasting appeal. I don't think Whiterun is going to be MASSIVE, but it's certainly going to be big with lots to do.
