Whiterun stairs up to park and the front stairs are gone : V

*park being the gildergreen,title was too long.

It's just completelty blank and leads to the empty space beneath the map.And it's not there at all,NPC'S fall through it and so do I. My

perhaps a conflict in having scenic and touring carriages mods active?

Its definitely missing textures, you appear to be missing quite a bit. are other locations effected as well?

I haven't seen any. Then again,I haven't set foot in anywhere other than whiterun for some time.

The really annoying part is,this could be fixed fairly easily if I just had a giant board or something.

Open Cities Skyrim is OCS, You have two patches for Mods, but not OCS itself.

EDIT If You removed OCS, because it caused crashes around Whiterun and Windhelm then reinstall the Mod, use SSME or SKSE 1.7 with an SKSE ini You make Yourself, add ENBoost and Your Saved Games made with OCS will be playable.

Scenic Carriages and Touring Carriages are incompatible. Use only Touring Carriages. Never use at the same time mods which do the same thing.

Use http://loot.github.io/ to fix your load order.
