Am I missing it, or is there no Smith at the Whiterun Stormcloak Camp?

So many times I have cleared out Valtheim Towers loaded down with loot. It would be nice to sell some of the heavy stuff at the Whiterun Stormcloak Camp, but I can not seem to find a smith there. Are they lacking one?

I don't think it ever had a quartermaster, but it has all the stuff the quartermaster would probably have.
