I think the CELL troops are a private security force employed by Crynet systems.

CELL is the private military force of CryNet, and their objective is to capture "prophet" dead or alive and get the Nanosuit 2 back.

The CELL troops do not look much fun to shoot, I mean when they get shot they just say "ah", "oh" which sound lame. I really like to fight enemies who communicate to each other and scream when they get shot at /killed (like the Replicas in original F.E.A.R.)

I really miss the Koreans shouting out to each other, and then screaming when you killed them. Ahh, memories.

But we dont know what they say.

The mercs in Far Cry 2 are far more interesting because say a lot things, somtimes very funny which make me laugh.
