That's never been stated, to my knowledge. It's been said that the refugees are provided less than the Founders and Security, but never that they were starving or dying due to malnutrition.

Well, it depends on what you consider homeless. The refugees live in shipping containers, but only because there isn't any more room available on The Ark itself. Also, it's only 10x over capacity (50,000 people).

I think that the resistance is the good team because they are fighting for equality. The security actually has extra water rations, which could be split equally, but they keep the extra for themselves, this makes security the evil team.
