Who are the most elite group/people/etc. in Skyrim?

Who are the most elite group/people/etc. in Skyrim? I mean like in FV:NV you had the NCR veterans, etc.

How can you compare this game to Fallout? I mean other than the game maker, the lore has nothing in common. There is nothing like the NCR ranger.
