Who is Caleb McCaffery? Guy just stands on the Strip : Fallout: New Vegas

Curious - cannot get this guy to engage in dialogue.... just always says "howdy" and that's it.

He's involved in a questline that has something to do with Francine Garrett. I never discovered it on my play throughs so just pulling info from GECK.

He's a bounty hunter. As part of a series of tasks for the Garretts (Atomic Wrangler), during the quest "Debt Collector", you're requested to kill him and bring his hat.
