Who lights all the torches and candles?

Let us take a moment and attempt to solve the one mystery that has probably crossed through every gamer's mind at one point or the other...

Who in the world would be crazy enough to keep all those torches and candles lit in sealed-off, ancient ruins scattered across Skyrim?

Draugr. That's basically their purpose - to be the live-in servants of the Dragon Priest/high-ranking cult member buried in the tomb's main chamber.
