Who rules the thalmor?

Is this known?
I always imagined a 1000 year old lady altmer with an outfit more extravagant then syl's.

No one knows. It could be anything from a Ominous Dark Order of Merrish Brooders, to a singular entity. I once heard one person postulate that it was a elderly, shriveled up Aldmer pulling the strings. I rather like the idea myself, but there's no credence to it.

Well, traditionally the Thalmor rules the Thalmor. The Thalmor proper is something of an oligarchical council made up of Altmer and Bosmer. The Devs may have changed that since then, however.

The 4th era Thalmor, to me, are markedly different from their original predecessors. Perhaps they were just a little bitter after Tibers conquest, as they've seem to have retracted themselves and mutated in Summerset during the course of the 3rd era.

I used to think elenwen was the leader, but she's just assigned to skyrim. So maybe there's no single ruler but each province is assigned its own person to rule the thalmor there?

I wouldn't buy it. While she is in charge of their operations in Skyrim, she ultimately reports back tp Alinor. I don't think the Thalmor would send in their top members willy nilly to places that are begrudgingly accepting or outright hostile to them.
