I agree, mr. House has a lot of character.
Again with the tough questions. John Cassidy is quite awesome, and well Rose of Sharon Cassidy then goes without saying. Owyn Lyons is interesting because of his different look at how the Brotherhood could function in society, which makes his downfall all the more tragic. I would probably pick one from each game, as its much easier.
I'd have to go with Joshua Graham. A tough-to-kill Man of God with a history that is both twisted and tragic, I really liked both his character and his story.

The character I was excited most to meet was President Eden, and got even more excited when I learned he was an AI. He's not really "cool" though.

I'm boring. Mine are a toss up between Moira (FO3) and Veronica (NV), with Veronica first by just a smidgeon

Many of the characters of New Vegas take the cake, and its hard to really choose between which one I liked the most. Mr. House, Caesar, Joshua Graham, Elijah, every character from Dead Money, basically all of the companions.

Fallout 3- John Henery Eden, Augustus Autumn, Liberty Prime (DEMOCRACY IS NON-NEGOTIABLE!).
Fallout NV- Cass, Boone, Veronica, Mr House, Vera Keys, Father Elijah, Joshua Graham, Randall Clark, Caesar, ED-E, Yes man.
Fallout 4-

I liked Cass, too in Fallout NV, I could totally see me hang out with her in RL.
Meet Cait in FO 4 yesterday and just love her Scottish Accent, I'm sure she will be a hoot to travel with. Paladin Danse is very impressive and I can't wait to learn more about him.
Also, don't forget Goris from Fallout 2... nobody could wear a trench coat like that Deathclaw!! He was just too cool!
Deadeye Ricky from Honest Hearts. The guy grew up in Vault Two-Two, owns a Pitboy, killed a Brotherhood of Steel Paladin by shooting him through the eyeslit of his helmet with his 11mm machine gun, he's killed four Deathjaws. I dare you to name a cooler character.

Ricky may have done all that stuff but god help him if Dornan ever catches him out of uniform.
Not sure if he qualifies as "coolest", but Killian Darkwater is the NPC that I remember most. He was the first real exposure I had to what Fallout was all about, and served as an abject lesson in "reroll a character with some social skills, you stupid D&D-addled combat monkey".
Honorable mention goes to Christine Royce. Again, once I got to talk to her with a character who wasn't a social orangutan (this time knowing full well what that means in a Fallout game) she was one of the deeper and more interesting characters in New Vegas.

I do have a soft spot for Veronica. She's like the overeager pet chipmunk I never had.
