He's one of the Veteran Rangers of the New Californian Republic Rangers. The Veteran Rangers are allied with the NCR.

Well, I guess it could be the PC if he plays dress-ups. But it's meant to be a New California Republic Veteran Ranger, who are like the ultimate NCR badasses.
They are, in fact, so awesome a massive rusted iron statue was built of one outside Mojave Outpost.

That's a veteran ranger of the New California Republic (NCR). They are the "best of the best" of the NCR and they all wear that armor.

His name is Alfonso. He runs the cafeteria for the Veteran rangers, and personally oversees the 'Meals on Wheels' service for old NCR vets.

A veteran ranger, but the armour in game is noticeably diffrent then the armour on the cover.

I thought the rangers were allies with NCR, not NCR themselves... I guess you could be your own ally but you would need to be a bit nutty first.

Ok I guess I was confused by the two giant statues shaking hands down south at the NCR outpost. One is clearly one of the guys on the cover and the other is NCR. If you ask around the NPCs there tell you it's about Rangers and NCR becoming allies. I'm so confused now...

not alliance, amalgamation. They joined the NCR Rangers.

They are both rangers, one NCR and one Mojave, you can tell yourself when talking to Cass and being friend of NCR.(And yes I said tell self)

Its just a Veteran ranger, which shows that Obsidian favored the NCR most. Sure Fallout 3 had a BoS member on the cover but you HAD to ally with the BoS. And you can't tell me this is not true, the Legion was treated like [censored] and House and Yes Man didn't nearly get as much content as the NCR did. [censored] the NCR.

It is a desert ranger because they allied with the NCR as long as they protected all of nevada and hoover dam so yeah that explains it because they met at the mojave outpost and in front of the statue read the plaque

It's one of the enemies you can use sandman perk on since they like to sleep with the gasmask on, completely oblivious to everything.
