I just started this simply because I'm curious to see what everyone will say. Remember, we can be talking about entire factions or individual characters, but don't compare factions to characters (Or vice versa) as that wouldn't be a fair comparison to make. An example of factions would be, Legion vs Enclave. Compare the two and make a judgment call on who you think is more sinister. Same with characters. Mr. Burke vs Colonel Autumn. Compare and share. Some people might not view a faction or character as "evil" (It's a point of view), so you might see some names that you wouldn't expect. Let the judging begin!
