Oh yeah! I totally forgot that there is 1 person you can't kill. Have not found them yet.

Maybe its a zombie.. Every time it's health is gone he drops down, then re-animates and stalks you across the Mojave forever....

Victor, somewhat. Kill him and he returns as another bot (he explains it the first time you meet him in the Strip, should he have died on his trip there).

There was another thread about this and I'm pretty sure someone did find the one essential NPC.
