While the Enclave idea is possible, it's most likely improbable, unless that ED-E was the prototype from the Divide, then it's most likely he was out and about before the stuff that went down in the Capital Wasteland, thus providing possible support for the Enclave idea. If it was the stock ED-E from the main game, then it was a Fiend/raider, or since it was near Primm, a Powder Ganger (though the most likely would have blown it to smithereens

No one knows. Probabely a raider or Powder Ganger or something.
Anyone else is unlikely. The Enclave would'nt shoot their own troops. And the NCR would have no reason to hurt a Eyebot. The BoS would be more likely to try to capture him.
And he was flying along minding his own business, so there no fighting involved.
So most likely a oppertunistic raider or powder ganger.
Poor ED-E. :(

Turns out, that it was supposedly a .308 round, so my guess is a sniper rifle or a Anti-Material Rifle.

Anti-material rifle uses .50 bmg...

The NCR would have no reason to hurt it. But a drunk trooper or squad would have fun shooting a moving target.

But I am mostly certain it was a raider who didn't know what he was shooting at.

The NCR would have every reason to shoot it, assuming they knew that the Enclave used eyebots. It could have been a scout and/or contained valueble info on a dangerous enemy they fought not that long ago.

I think it was probably a raider/fiend though

Enclave didn't use eyebots until they were on the East Coast so no, they would have no reason to shoot it.

if the knew about it and they had shot it ED-E would've been in the Mojave Outpost under max security and if you repaired it they would've taken it apart looking for clues on Enclave personnel.

I see. Thank you for the correction. I had just seen them all over the place in 3

The logs that are played during ED-E's quest are from a scientist at Adams Air Force Base. He also has the "My child is an honour student at Roosevelt Academy" sticker on him, a location in the Capital Wasteland.

Oh right i wasnt finished with lonesome road at that time XD But proof is there that Enclave didnt shoot him even though they wouldnt want him to escape. They could have hired a hit squad to take him out but they wouldnt really gain anything from that.
