We can guess all the major players were nuked. Israel almost certainly wasn't, due to the terrorist bomb levelling Tel Aviv.

Just putting two and two together, but I'm guessing everyone! I mean, if africa was untouched, I'm sure the Enclave (from FO2) would of just moved on to there as opposed to trying to reclaim America. Now of course, I could be completely wrong.

Canada probably, explains why there's a place called Ronto.
USSR? Though its never quite clear what part they had in the Resource Wars.

We can asssume every country that meant anything to America and China is gone, but so far it hasn't been made clear.

Fallout and the downfall of global trade and communications=everywhere gets buggered.

Then again, areas like NZ (assuming they weren't viable targets in the Fallout universe) would recover quicker.
