For one of my characters I was thinking of making Dizzy Wallin from Gears, but the cowboy hat is security wear and his general scruffiness is resistance wear. I was also going to attempt making Tycho from the first Fallout for a security character, but how many other people are going to wear a gas mask and a duster, so I'll probably go with something more unique.
