Considering they created an entire dragon language and the audio director talked about casting people to voice them, I think we can safely assume they talk.

I voted Sean Connery, but only as a good dragon

Also if it doesnt cost that much. I would rather have more voice actors for the different people than less because of more cost, I don't want people sounding alike as much as Oblivion.

Christopher Lee. For the most part I am against Bethesda using big name actors for voice roles. But I think he would be perfect, his voice is epic. He even said that he wanted to voice the dragon "Smaug" in the Hobbit movie so voicing dragons is on his mind. If Bethesda gets him this will officially be the best game of all time.

Peter Jessop (?)...Sovereign's voice to me would fit perfectly as the strongest of all dragons...but I would like that sense of POWER for all dragons though.

EDIT: Chrostopher Lee would be a great option as well (though I still prefer Jessop).
