As in most things, I do whatever is most appropriate for the character I am roleplaying.
Vigilants of Stendarr, because I'm normally either a werewolf or Vampire and play Dunmer characters quite often.
Thalmor just cause.

EVERY one of my characters have a kill on site policy for the Thalmor.
Most of my characters kill skooma dealers (not my fault they are trying to punch out someone decked out in fully enchanted armor/glowing robes/etc)
Draugr, tbecause dead things should stay dead. Falmer, because they want to destroy everything. Trolls, ash spawn, and daedra because they're monsters. My Imperial kills bunnies because they destroy crops and they're tasty. And DEFINITELY Grelod the "kind". Painfully. Preferably with fire.

Old orcs, I seriously killed 4 of em now.
The Nords of today, for their blasphemous departure from their ancestral ways. None shall escape Alduin's punishment. Not even the dead whom cower in Sovngarde can escape his unforgiving hunger, praise be.
But alas, the nords have already killed themselves... spiritually... The horror...
...and basically anyone else who is hostile towards my character, or who I can kill without getting a bounty. One time, I killed a Vigilant of Stendarr simply because I needed their amulet for my Hearthfire house, and another time, I killed a farmer who said that they were going to join the Legion. Aside from that, I don't go around killing innocents for the lolz.
I prefer bandits because I like the sound of looted gold and this doesn't challenge Annekke's morality levels

Once I had a mudcrab follow me around Morthal for half an hour, while I was enjoying a nice quiet walk, I just thought the way it waved it's claws about to be cute and I wanted a pet crab so I just let it live. Once it got annoying, I just stepped on the thing (with an axe).
^^ Come on Mike (can I call ya Mike?), Dunmer look badass, sound badass, and have cool lore. How can you kill those little guys?
Ontopic, I kill people if my RP jives with it. And man, I really expected Nazeem to be seen in this thread more frequently, not that I really understand why people despise him so much. Yeah, he's arrogant, big deal.
Imperials I kill on sight unless I'm in town controlled by the Empire.
Else I let live most of the time.
I only kill those who threaten my character.
If I can kill all the evil undead in Skyrim, I will. That is why Meridia is my goddess.
Deer because they give good potion ingredients and mammoths for souls.
