Just because bosses are badass - the Master, Lieutenant and Frank Horrigan. And I shan't forget about Drill Sergeant Arch Dornan!
When it comes to... "lesser beings", I'd say Harold from the first game, listening to his story. Cassidy is awesome too, both senior and junior. Vic is memorable too, because he's like the only fatty in the wasteland (only fatty that can take care of himself, that is, since Gizmo can't even stand up). Can't decide for just one character though, sorry...
