If not, then it's Cicero. "I keep her... happy." And then a close second are the kids in the orphanage when you give Grelod hers. "We love you, Dark Brotherhood!" So excellent.

My favorite has to be Ria of the Companions. She was so cheery and delightful when I joined I couldn't not like her.

Outside the Companions it would have to be either Astrid or Saadia.

None of the characters had to much personality to set them apart really to me it's been like this with just about every Elder Scrolls game except for the guy in the Shivering Isles the main king guy you did quests for. But that was Oblivion

Kinda liked the absent minded mage in Riften,Eradur,the breton shop keeper in Whiterun and Paarthanax but haven't come across any charecters i'd consider really memorable.
Can't belive people are liking Cicero, maby it's beacuse i haven't done the DB questline yet but when i came across a farmer in Whiterun hold and he told me to report some guy to a guard for bothering him, i thought "that's abit harsh."
Ran down to see why he would wanto do something like that, 5 seconds later Cicero was beeing hauled of for smuggeling.

I absolutely LOVE Ulfric Stormcloak′s second in command. Can't recall his name and I'm not at my own pc (work). The bearded fella with the wolfhat.. Love his voice acting. Very very NORD in my book.

Ulfric Stormcloak didn't have a bad voice himself... except when he tried to shout, it was just emberrassing!
