Who is your favourite NPC in Oblivion?

S'jirra in the Faregyl Inn. I felt so bad for her when her potatoes were stolen! She makes delicious bread.
A little trivia; Lothran keeps one of her loaves on his dinner table in Bruma :)

Falanu Hlaalu has to be my favorite next to the Emperor before he died after fifteen minutes. The fact that Falanu is so forward after one minute of speaking with what could be the person to rat her out is funny. Wonder what the fine for necrophilia is in Skyrim... Must be pretty hefty in Falkreath.

The Emperor was a pretty cool guy even if he only was in the game alive for about fifteen minutes. Anyone who is disrupting Dreth's heckling can't be that bad of a guy who is so aware that he will die.

Lucian LaChance is pretty cool, as well.

I kind of like Emfrid who runs the Grey Mare in Chorrol. She’s a big ol’ country girl with a lot going for her. There’s nothing put on about her. What you see is what you get. She doesn’t put on airs and is very steadfast in her opinions about the goings and comings in Chorrol. In the grand scheme of things, she isn’t very important I guess, but Emfrid and her establishment stand out to me as one of the cornerstones of the early part of the game.

I always really liked Cat-Face and his Khajjit friend in the stables, they were such an odd couple.

I also liked Baurus, and watching him die at the hands of those Dremora assassins in the sewers after meeting him the second time, I was really upset, and used his sword to kill them, I felt awesome!

He gives Buffy cramps. All vampires do. The price of being a Slayer.

City swimmer (i think) for the most hilarious non-scripted event that can happen in game.

Edit: googles it and it says its an npc... the way you worded it made it sound like an event not an npc

It's an event involving the NPC. I can't say I find it funny, though. :(

I agree. I actually think it is kind of tragic. I've gone so far as to avoid going into the town in which this particular event occurs in a few of my games. I didn't want to trigger it.

Oh, I thought you were looking for Amudei. He's off-limits.
Gotta be one of my favorite moments in the whole game.

As far as NPCs:
If Shivering counts, it has to be:
Bolwing
Big-head
Haskill
And (of course) Sheogorath.

Base game would be:
Manhiem Maulhand (don't know why. Just like him for some reason)
Owyn
Baurus
Lord Rugdumph
