If I were House, I would look for someone more obviously capable instead. Really? The Roman ruins were not nuked, but still look like hell. Even though there was no weather effects, it was still open to the wind. 200 years is enough for a portion to fall over. If a nuke hit the strip, nothing would be there. Nukes are POWERFUL.

depends the chip was not in vegas where it was could have gotten nuked but the chip is made of platinum and as far as i know platenum does not rust but the em waves from the nukes would have destroyed any data on the chip

As for the other factions enlisting you, I got nothing except that it sort of makes sense for the NCR to seek your help because by the time you reach Vegas you've probably helped them in some way. Can't swing a non-existent irradiated cat in this game without hitting an NCR quest.
