But do not forget. That obsidian would be lax in making that the big suprise in the story it is just a teaser. So expect something to pop up later.
And the dude on the hill is most likely a NCR ranger.
Just as the power armoured dude in FO3 on the cover art / intro was a BoS guy not you.

The Courier IS the guy getting dug up. The TV Robot is named Victor after Vegas Vic. The guy on the hill with the NCR flag everyone just calls "A(number seven) " because of the designation on his helmet. Sorry, my seven key is broken. No one is entirely sure what subgroup of the NCR the guy is because Even though they say that the NCR Rangers wear Desert Armor, there's another set of armor that looks completely different that the NCR Rangers are supposed to use. We don't have enough information to fill in the blanks just yet.
