Mods are modifications to the game's programming, artwork, or any other aspect. There is an impossibly vast range of possible modifications, from small changes and recolours of in-game clothing and weapons, to entirely new areas, characters and equipment. A better response to your question - and likely any others you have - can be found http://www.gamesas.com/bgsforums/index.php?showtopic=972878, in the Fallout 3 Mods Section.

You should be able to download files without registering.

http://fallout3nexus.com/downloads/advancedsearch.php
Use this search engine. Type some word(s) to the search field and click OK.
It should leave some search results to the screen if found any.
For starters write "Teddy Bear" (without quotation marks) and hit OK.

It should give you 5 search results.
Scroll down the page and you should see a file named "Teddy Bear Weapons". Click on it's title.
This should take you to the mod's page. Now, click on "files" which is some three inches under the theme picture of the mod.

There you see the downloadable files. Click on the file and it asks you where to save it. Save it to desktop.

Open the file you downloaded, and while at it open your Fallout 3 folder, which means the place you installed the game in.
There, open "Data" folder, and put the files in teddy bear weapons file there.

Now, launch Fallout 3 Launcher, and click "Data". This should open a list of Data files to be included. Select the mod's file, click OK and start Fallout 3.
Tah-da, you got a teddy bear gatling laser in your game!

Not for all files (some do require registering it seems).

Files over 2MB if I recall correctly, but a newbie like him should stay away from them until he learns to use them properly.

Thats a Psychological Blunder, "the human mind sees what it expects and doesn't see what it doesn't". Even if you were expecting him to be on the pc version your mind probably expected him to be somebody who didn't know, so you didn't notice that line. *star flys by and says "the more you know"*

There are a few places to check for mods, Here, http://fallout3nexus.com/, http://planetfallout.gamespy.com/, and there are some independent sites out there that you can find with google. Also once you have mods check out http://amito.freehostia.com/Fallout/FO-tips.htm#FOMM. She also has Fallout, Oblivion and morrowind journals and is good for a laugh to, especially before finals.

He has posted more on other threads, so I find it unlikely.
Regardless, it is irrelevant to the topic. He wants help, he gets help.

I don't know anyone that types like that unless they are making a joke... Anyway, it's not that difficult to register and download the file, though some people can have issues with extracting and placing the files. Use 7zip (http://www.7zip.com/) to extract the file you download, then place the files into your Fallout3/Data folder
