I mean.. The insane fan, the paranoid one in Skingrad, the strange on in Seyda Neen, Umbacano, Cicero, the duke and dutchess of shivering isles...I could come up with a lot more if I wanted to. So, yeah, why is this entire race apparently insane?
They're short, and therefor come across as non-threatening. Non-threatening insane people are funny. Threatening insane people aren't funny. Would you have laughed if Glarthir was an Orc?

I dunno, Lord Rugdumph was fairly amusing. Though he wasn't so much insane as he was....different.
LOL Rugdumph! I forgot about that guy!
Anyway, It's my theory that like all elves, the Bosmer are equal to livestock. The Bosmer are like chickens. Small, stupid and hapless. Orcs would be pigs, Altmer are horses, Dunmer are cows etc...
Jk, but I do think the Bosmer are small and stupid. Silly chickens.
I don't think Skyrim's Orcs could have pulled off that humorous side as easily, though. They sound tougher and look meaner. Oblivion's Orcs were kind of...cuddy....almost.... They reminded me of Shrek, and their voice was rather jovial.
But anyways, back on topic.
I wonder if there was a Bosmer version of the Napoleon complex in addition to the Bosmeri kuru.

http://www.youtube.com/watch?v=7vo5xhRTOjU#t=1m06s I'd actually recommend that whole series.
A lot of Bosmer that lived in Cyrodiil cities seemed ... borked. I guess if they leave their forests for too long, it's inevitable to go insane in an urban environment.
Since TES lacks dwarves like other universes have the Bosmer in OB seemed to get the comic relief part. If you try really hard to be something like LotR you have to make up for the missing halflings/dwarves somehow...
Besides, Cyrodiil at the time of OB was one big playground for Sheogorath, so sanity wasn't something really important back then.

Even if you play as a Bosmer in Oblivion, one of the first things you hear is Valen Dreth telling you that you will go insane from being cooped up in prison. He doesn't tell any other race they are going insane. Plus the Shivering Isles did seem to have its fair share of Bosmer in it. Both the Duke and Dutchess were Wood Elves.
