Why are we crossing into Skyrim at the beginning?

Looking at it from a geographical perspective; the PC is most likely an Imperial, Redguard or a Nord returning home.

My Nord was simply picking flowers for his alchemy at the time of his arrest, and he didn't realize that he crossed the border.

...if it's not the bears, sabercats, vampires and others that an alchemist has to worry about while collecting ingredients, it's also the Imperials and headsman's block.
