One has to ask, "why bother building a PC and giving it a name; why have skills at all"? The answer is that it is a stat-based RPG, and the PC's stats & skills should trump all and be the definitive decider of what can occur.
Exactly. Which is why i always use the automatic tries FWE adds for lockpicking and hacking rather than complete the minigames. The same with Oblivion's lockpicking.
However, Fallout 3 and NV are RPG/FPS hybrids, and i don't think most people would like the return of Morrowind's combat system
(For those not in the know, first person combat, but hitting was decided purely by character skill and enemy skills, therefore you could stab an enemy in the face at point blank range and miss 10 times in a row.)
