Why are the Followers considered as anarchists?

As far as I can tell, the Followers of the Apocalypse just seem like a charity organization of scholars that work for free and live off of donations from others. In what way are they seditious anarchists?

"The Followers' goal is to bring the torch of knowledge to the wastes and facilitate the free flow of information, technology, and supplies among the peoples of the wasteland, though they usually give special attention to those most in need. They often provide education, medicine, and scientific expertise free to all who require it, and their members are frequently found lending their aid to the needy wherever they can."

"Forgoing preaching in favour of humanitarianism, the Followers are generally welcomed by the inhabitants of the wasteland. Wherever they go, the Followers seek to provide services to those in need, namely medical care and agricultural instruction. Those in positions of power often regard them as seditious anarchists; though such accusations are not entirely without truth, the organization as a whole has no interest in seizing power.

Because they help anyone without any concern for their actions or what will happen. For example they went out and helped the Khans who have been a blight on the NCR since there was even an NCR how to make drugs. Drugs which they sell to people like the Fiends. The money they make keeps them in existence. An exisitence in which they spend attacking and raiding the NCR.

It would be akin to going out and teaching a criminal gang how to make drugs in the hopes they will use the knowlegde to make medicine and then when it fails you just say "Oh well I tried. On to the next group of lovable criminal scum!"

I bet they would even help the Fiends if the Fiends could resist the urge to kill them out right. It's why the NCR doesn't want them around. They are NCR citizens whether they like it or not, helping enemies of the NCR.

so they are accidental anarchists out of sheer ignorance? Does that mean that they might actually like "government" or NCR rule and are just an accidental nuisance. Are they not philosophical anarchists?
