Why are there 2 prices for Honeyside?

I'm trying to buy a house in Riften (to become thane) but I've noticed on UESP that said there's the 5000 septim price and the 8000. I've only got the 8000 septims option in the game, how do I get the price to lower to 5000? And also wondering why there are two prices instead of one. Thanks in advance!

Bring only 5000 gold, and the steward will give special discount for the poor

Well, 5000 gold is not exactly small, as you can get a supper with just a few septims, but you get the idea

As for 2 prices, no idea. Perhaps the developer screwed up during the development process? But I don't think it's possible to screw up that part without knowingly doing it. After all, the code is very different between only one price instead of two

same thing happens to Hjerim... if you only bring 8000 then the cost of the house is 8000 even though it says 12000.

Is it 8000 even after the Jarl allows you to purchase property in the city? I've never asked about the house until past that point, so all I've ever seen in 5000.

Update: I got 7019 gold and I went to the Steward who said it's gonna cost me 8000 gold but she let me buy the house anyway. BUT , she took exactly 7019 gold!
So.. I reloaded.. I will try to buy the house again when I have like.. 5000 something gold.. lol This seems more like a bug to me..
