Why are trashes considered stealing?

I saw random bottles in the trash, and stuffs in the trash can. I don't get why they're essential, I misclick and everyone and Piper start shooting at me. I'm not sure if it's intended or is it something in the lore I miss, but it just takes me out of immersion to have trashes lying around as stuffs you can steal instead of picking up.

It might be dependent more on where the trash can is located and who has the ownership flag

Never mind that, why does relieving a raider of their power armor frame count as theft?? Or pickpocketing them??

If I blow their [censored] head off first it's OK though XD

I love the FO criminal code. Was written by a Supermutant drunk on antifreeze and a ghoul who can only say "oog", "gaah" and "ghurk" (the mutie understands him though, it's like a Han/Chewie thing).

If so, that's the problem. Taking stuff from a DC trash bin would be stealing because these cities probably recycle everything, just like we PCs do when building our towns. You're raiding their lumber yard.

Goodneighbor. If they see it as recycling as part of the story, then I guess that's considered stealing but an empty bottle on the street is a bit much to consider it stealing. I guess that makes sense somewhat, but even while in a romance, Piper doesn't need to shoot me alongside with the NPC. What a [censored]. That's why Cait is the best. She actually helps me fight the NPC whenever I get caught stealing. :P
