Because they're essentially a cross between a human and a lizard... and more importantly, they always have in previous games (except maybe in Morrowind, I can't remember).

I would guess it's because the sub-species of the argonian that can be played in Skyrim is quite close to human body-build.

Well... just because there is a Lusty Argonian Maid, doesn't quite mean that she was by any means "sixy". Besides, Crassius Curio would hit just about anything.
