I made up a bunch of expensive dwarven bows to level my smithing and then set off to make the rounds of the various military camps around skyrim to sell them to the quartermasters. What I found was the imperial quartermasters were giving me better prices than stormcloak quartermasters. That seemed odd. Shouldn't it be the same price for both?

(Note, I escaped with Ralof, so that should not be a factor.)

They like quality stuff. More resources than the Stormcloaks (theoretically speaking.) It's a way to get adventurers/sellswords to side with them.
