Hey, just lookin for some help on this quest.

I have decided to side with Lem and try and blow up the sulfur caves and turn the rest of the powder gangers over to the NCR.
Although, i dont have 60 explosives. Is there any way i can blow up the caves w/o 60 explosives or is there any other way i can complete Lem's goal?

Nope, unless you have something to boost your skill like a Skill Magazine and 50 explosive (40 with a perk).
