Why can't I kill Ulfric and replace him with Brunwulf?

I'd give $20 just to replace him. I really don't want to start a new character because of how much time I spent playing on my only Dovahkiin, but Ulfric is a racist [censored].

Do you have any proofs about that? I have heard many saying this on forums but I doubt it. I have never seen or heard Ulfric doing or saying anything racist. All ingame information about Ulfiric being racist I have heard from NPCs who are supporting Imperials so their word can't be trusted in this case - it might as well be propaganda. If you have solid proofs about this let me know. Otherwise I will totally disagree with your comment.

Maybe the fact that he forces the Dark Elves to live in a slum and has laws that treat the Dunmer like second-class citizens.

No he doesn't. They can move out if they have money. Ulfric just isn't letting them have any house they want for free. They want free housing? Fine. But it's gonna be houses they have to repair themselves. And let's not pretend that the Grey Quarter was in disrepair before the Dunmer showed up.

Don't forget he leaves the Grey Quarter guard-less and doesn't keep his own citizens in line, sure the Dunmer govern themselves but if a Dunmer arrested a nord for causing troubles the entire nord population of the city would go on a riot.

Actually the grey quarter was previously known as the snow quarter and was basically middle class housing if you believe what NPCs say.

2. Gameplay =/= lore for instance it's mentioned that Ulfric ignores non-nord settlements and caravans from being attacked but you can get quests from the steward that has you save non-nord citizens, it's a gameplay thing thus not lore.

That's not true. The guards don't attack you when you're in duels. Bethesda could've flagged the Dunmer in the Grey Quarter as duelists or foes. They didn't.

Okay. The very quest that Freewinter tells you that Ulfric ignores, Ulfric sends you to do via his steward. Yawn.

Radiant quests don't count because every steward gives you them, it's a gameplay mechanic thus it's not a valid counter argument.

Again, because that's programmed in.
When you start a duel, guards are told by the game to not attack you or the person you're fighting.

In a game where horses report crimes. My point being the crime system AI obviously applies everywhere equally, regardless of the status of certain races, I don't think it was deliberate choice on the part of the developers to have this happen, rather they just didn't account for situations such as the Grey Quarter.

Also, he does nothing to stop the abuse they get from certain (Rolff) NPCs. Walking around at night screaming insults is at the very least public disorder, but no Nord with the except of Brunwulf tries to shut him up.

Just because he is the only one that says it doesn't mean a thing, it's still considered canon unless you can present something that contradicts it that isn't from a gameplay mechanic like the radiant quests which are randomly selected.

Now that's true. But Nords (And dunmer, at least in Morrowind) insult and are insulted pretty often. Seems a trifling issue for a jarl to deal with. Maybe a Dunmer should just put Rolff in his place? I mean, it's what the PC is capable of doing in the first three minutes of being in Windhelm.
