Why Can't People Be Bothered...

...to clean up their messes in the Fallout universe? Even in the most well-established areas, litter and debris still covers the ground. Take the BoS Citadel from Fallout 3, or Camp Golf from New Vegas. These areas have apparently been host to their respective parties for quite some time, and yet they still look as though the bombs just fell (the bombs didn't even fall in Vegas!). There are so many people trying to rebuild and settle, yet they still have filth-ridden bathrooms with boxes of Abraxo Cleaner in their toilets. Why do you think that is? Did the apocalypse just turn everyone into slobs?

I think its not so much that people are litter bugs as there is just no dedicated sanitation people, and no one wants to volunteer to do it. With no 'landfills' to put trash into, trash probably just goes into piles. The wind does the rest and it gets scattered across the waste.

That said, I think some areas should be significantly less cluttered/dirty than others.

They can nail boards to windows and doors, but can't clean up at least SOME of the filth?

They don't check mailboxes and bins right next to their homes?

First thing i would do if i were in charge of a settlement, tidy up!

Probably because, unfortunately, people don't give a crap about litter. They say they do, but who here regularly goes around picking up other people's garbage?

Honestly, I think Freeside, heck probably even downtown DC are cleaner than Detroit is right now.

This is further exacerbated by the simple fact that http://fallout.wikia.com/wiki/Christie_Young solely exists in Rivet City to keep the place clean.

Yeah, I see you sweeping over there. Think maybe you could pick up some of these old tin cans lying around?

The locations that you mentioned are mainly military bases that are currently under threat from enemy attacks. I don't think that they have time to worry too much about cleaning up the place.

But if you look at civilian settlements such as the NCR's capital city, Vault City, the Shi Town in San Francisco, the New Vegas Strip, etc, they are all reasonably clean.

^This. There's some run-down cities in the US where having trash everywhere and large amounts of buildings in various states of disrepair is not uncommon. Given that the people in Fallout are probably working hard just to stay alive after the apocalypse, it's quite understandable that there's a bit of a mess around.

It's a very subtle FEV mutation. It gave everyone the "Pig Pen" gene. This, secretly, is the flaw the Enclave is trying to eradicate.

In Fallout3 they don't do anything really, cleaning could give them something to occupy their time.

Even Neanderthals used to know not to leave rubbish lying around.

What about New Vegas itself? The casino's have walls that look like somebody took a pickaxe to them and outside it doesn't exactly look clean to me too. The vaults are dirty too when you really look, the walls and ceilings are horribly dirty, why the hell don't they clean them?

Ok stop, listen before the 1850s most people had never seen soap, and hygenie was rare. By the 1950's sure hygenie was common but add a nuclear holocaust and things get messy. To be honest some of you act as if they're still manufacturing soap and hygenie products. They're not, they probably only use them for special occanisions. Even if you used 200 year old soap do you honestly think it would be effective? Add in the lack of real clean water in most places and lack of santation teams. They've lost most santation practices along with most civilzation. One last thing, yes the buildings in Vegas don't look perfect, they've been in existance for over 200 years and weren't maintained for 196 of those. The very fact they're still standing is astonding in itself.

Getting kinda annoying really but Vegas' area hasn't been very civilized for a long time, neither has DC, Reno, Gecko, The Den, Junktown, The Hub et cetera.
Only places that "do" look nice are Navarro, Shi Temple, Shady Sands, Vault City, and why?
Cause Navarro is an Enclave installation, they didn't use old broken down houses when they made that camp.
Shi Temple, IIRC the leader is some sort of emperor, I doubt he's going to break the cliché and live in filth.
Shady Sands built itself up with the GECK, they didn't move in to broken houses.
Vault City, see Shady Sands.

So it makes sense for the latter one's to look clean, but I fully agree about the others, how about RECYCLING THAT CRAP!?
They have mountains of junk that could be recycled and reused.
For example, a broken car, how about taking it apart and melting it's metal and forming new things like pipes for plumbing or shovels or hell even rifle barrels?

Been 204 years in Vegas and the place STILL looks like crap.
That's it!
Next faction to emerge should be "Ninja Maids" They're ninja's that are also maids. They go around the wasteland taking contracts and cleaning the place up from bad guys and dust!

The vaults are abandoned, except for the one in New Vegas, as for all the other things, nothing looks clean, not even the BOS Bunker, neither Jacobstown, i think that they have too busy.

I ask myself this anytime I visit McCarran, the troops there don't see action these days, make them clean, that kitchen is ridiculous there :/
