Why did I buy this game...

...when I knew it would be the same as with Oblivion and Fallout 3.

#1: Disabling vsync fixes stupid (sorry, sometimes there are no excuses) developers not giving an option to disable mouse acceleration. But disabling vsync also causes screen tearing. I tried forcing my nvidia to vsync, but it didn't take effect. What's the latest solution to this?

#2: Where can I find the best tweak guide? Right now my game looks ugly and runs poorly.

Atleast with Skyrim I didn't spend hours fixing the game before playing... ...so I guess that shows things CAN change. However slowly.
