Why did the overseers follow the vault experiment?

What reason did they have to follow through with something that would most likely drive the vault to ruin instead of just letting it go and live in peace in a nuclear shelter(example Vault 106) since they were all locked up already and since bombs fell there would be no one to supervise it?

Or did the vaults seal early and they were unaware nuclear disaster really happened?
