Cyrodiil is far more cosmopolitan then Skyrim. If you are an empire of many united races, you probably want every race to feel comfortable in the capital. The Nords overall are racist, not a good place to put the capital of an empire that includes Merfolk, and Beast Races.

this, and also possibly because the cyrodiil is more central in regards to the entire landmass

Because it's central. On top of that, the Imperials are probably the least racist out of everyone. Not that they aren't, but it's not as overtly harsh as in the other provinces.

Cyrodiil is the seat of sundered kings. The Alessian and Reman empires rose and fell there, and whoever holds White-Gold and the Amulet of Kings has the divine mandate of Akatosh to rule. Powerful incentive to take a trip down south.

And Talos of Atmora was kind of a put-on by Hjalti.

Because Tiber/Talos probably liked Cyrodiil more than Skyrim.

It's true. Check his logs. Many hours playing Oblivion compared to Skyrim.

First off, the whole 'Talos of Atmora' thing is false -- or at least, Hjalti Early-Beard of Alcaire was canon. So Tiber Septim/Hjalti was from High Rock, and more than likely a Breton. Second, Cyrodiil has always been the seat of the Empire. It's in the center of Tamriel, and basically everything Saint_Jiub said.

I'm not convinced he's Breton, just for being from Alcaire. The ghost of Hroldan seemed to have known Hjalti from Alcaire and trained with him, and he's a Nord too. Hjalti is a Nordic name, and even the Talos statues are a sort of a Preset 1 Nord, with a beard.

With a name like Hjalti Early-Beard, he may still have been a Nord, but who knows maybe that name was made-up too.

Default Breton in Skyrim looks exactly like him.

Huh.. Which depiction? The one from the Pocket guide or the statues? Because those statues are muscular, like a Nord.

He could easily just have been a Nord/Breton halfbreed too. Is anything known about his parents?

Coin/Bruma statue/Pocket guide.

Not that I know of, but we know early on the Direnni took some Nord slaves so he could be Breton with Nordic and embellished his ancestry as "having come from Atmora".

The Vvv. post that popped up on here before the Dawnguard DLC came out suggested that ol' Tiber Septim was a Nord in High Rock (and probably some Breton blood mixed in) with just a pinch of Cyrodiil in him.

Him being both seems likely to me, especially to muddle things up more. Seems all the good lore is muddy like that lol.

My guess is that he was a Breton, with a Nord father, so he took his father's Nordic name.

If you play a Nord in this, it's much the same situation. You're an outsider from Cyrodil. Who knows what history will make of that 2000 years later (if you're in history at all). I haven't tested with every race, but it seems like every race comes from their homeland, except Nords (in Hadvar's comments, I mean).

Although I will say that his politicking and propaganda seems a bit too clever for just a Nord. He sounds pretty good at it.
