What you do not realize is that they could just take the mechanics, and engines, and animations from their other games and implement them within this game within a few hour time period, just by using around 5 programmers, while still having an able army of them. That would not halt Fallout 4's production.
Not to mention paying each one of those developers. Then testing what they have just added which would then require testers, which is more money. Then there is the bugs that have been let slide, potentially game destroying for some, which mens more money going into support teams, and then those patches going back to the testers before release which is more money.
Money thats doesn not need wasted on past projects that people have mostly moved on from.
Your saying take the code/animation etc from another game, what other game, New Vegas?
In a tough economy, people cannot afford to buy games for 60 dollars, they rather stick with what they have, surely you agree to that?
What I just said above applies here too, they need their money for better things.
Trade in some of your games, save your pocket money/wages and buy it.
No one is going to put a new project to come back and completely revamp an old one from 3/4 years ago, it would cause chaos
