Why does Bethesda make you kill normal characters?

Seriously, why do you have to kill Anoriath? Whiterun is already empty, why kill a merchant?

Someone must've wanted him dead.
Maybe another (or a few) hunter(s) wanted him dead so that they can have more game for themselves.
