You are thinking of the Broken Mask incident. It was a Synth that went crazy and started attacking people. Though I need to confirm this myself, I dont remember him telling two stories to you, and if he did, it's not documented in the wikia. It just says that McDonough was controversially voted into office through fear mongering and a promise to ban all ghouls from the city. If there really was a danger for normal ghouls to turn feral, it should 1.) happen far more often, and 2.) other NPCs should be aware of it and act accordingly to persecute or discriminate against ghouls because of this risk.
X is a variable buddy, it varies per ghoul.
Of course, when you're on a crusade to give rights and humanity to fictional, virtual gaming characters and hint at disagreeing people as being nazis... reading comprehension might suffer a bit.
Are you referring to Camp Searchlight? Those were NCR troops who became ferals, not ghouls mind you, just regular people who became ferals without warning. Gee, guess we better eliminate people too, eh?

The game designers have gone back and forth over if FEV is invovled or just radiation. lore will contradict itself from game to game. The most up to date lore is that the ghoul process leaves some mentally sound and other feral and no one really knows what causes each state to occur though some theories exist. In the setting that unknown makes for a strong fear of ghouls in general as a potential threat. the BoS is a highly militant organization that takes a clear view of potential threats.
Let's call it the inbred mistrust that all species have for things that are "different" than themselves. Despite what people want to believe, there is an inherent prejudicial survival instinct in all living things.
They tried to kill the ghoul in front of the Museum of Freedom, they didn't succeed, but the thought matters, just like attempted homicide in real life.
It's always been there. In Fo3, it's easy to miss because they were cast as the good guys (and to be fair, that chapter of the BoS was more...helpful to civilians). All it takes is a short trip to underworld (I think that's the name of the ghoul city) to find out that they still shoot ghouls on sight. In FNV, there's so much dialogue about how the BoS isolation from outsiders ended up with them getting their butts kicked. It's also easy to sympathize with them in that game due to how pathetic of a shape they're in.
It was likely in Fo1 and 2 as well, but - especially Fo1 - they were featured so little, it likely wasn't mentioned much, but the codex has always been there.
It's...a hard faction to call. I don't believe they have dark goals or shady intents; everything is clearly laid out in the codex - they aren't hiding anything. I think they genuinely care about humanity and want it to succeed - it's just human humanity though. It's more of a question of "do the means justify the end?" - which I think is a subjective, philosophical question that can only be answered uniquely from person to person. In Fo4's context, given my choices, I'm likely to support them, but I'd rather support the NCR any day over them.
Camp Searchlight is actually an example of the majority of new ghouls becoming feral immediately, aside for one non feral ghoul survivor since it happened fairly recently in the game, it was due to nuclear material smuggled in to town if I recall correctly......you can see the dead legionaries around the opened boxes.
So that is two examples of large numbers of ferals and low numbers of ordinary ghouls being created at the same time, rather than becoming feral after a long period.

The Ghoul doctor from Fallout 3, researching stopping the advancement of the ghoul condition (by experimenting on ferals), which suggests that he trying to stop something other than their bodies failing apart......it also suggest that some ghouls at least have no problem conducting medical experiments on ferals.
I think he/she is referring to Fallout 3 where the ghoul guard outside of Underworld says that the Brotherhood takes the occasional shot at her.
Apparently it varies right down to zero.

It's clear that the Brotherhood does not want them as company, but they aren't actively hunting them. Not Lyons, and not Maxson.
Yeah, I never got the impression in game that any BOS member had ever seriously attempted to kill her and having met her I killed her a few times.
I cannot remember any lore that says that any BOS faction/division has ever actively hunted non feral ghouls......even in Fallout 4's case they wanted the location as their base and the ferals attack on sight so clearing them out as quickly as possible makes good tactical sense. Now had they cleared out a community of ghouls like the slog to use the location, claims of bigotry might make some sense.
It should be remembered that the Brotherhood doesn't have all the facts beyond commonly held views that ghouls turn feral and are not just recruiting for new soldiers but also for new breeding stock to halt their decline, in either case ghouls are not viewed highly since they are commonly viewed as being weaker than humans (only really useful in high Rad areas) and will do nothing to improve the Brotherhood's genepool.

Having a helluva time finding that Slog place!
But at least there are two less lunatic sentry bots in the Wasteland . . . yes I squinted at the map on the Wikia, but after 250+ hours I still don't want to "spoil" things for myself too much. I have a general idea where it is and will find it eventually, but DAMN the stuff in this game is both amazingly packed in and amazingly spread out all at the same time.
