Why does Shock Shield 10% increase armor protection

My character's armor protection is at 32. When I put on a Grand Ring of Shock Shield, which says 10% shock protection, my basic Armor rating goes up by 10. This surprised me as I assumed the additional protection was only against Shock. Does this additional protection pertain to all attacks not just shock?

The theory behind Shock Shield is that it puts up some electric barrier around your character which impedes melee attacks. It is not visible in Oblivion, but you can see it in Morrowind.
