Why does this game refuse to accept mods?

Why does oblivion refuse to accept any mods? i tried a few mods , and so far none worked.
here's the mods i tried...
Qarl's texture pack 3
Improved facial textures
ENBseries
Slof's better beasts
Deadly Reflex 6 (along with the required mods: OBSE, OBGE, 1st person legs, drop lit torch)

The first 4 mods simply don't do ANYTHING.
The script extender required for deadly reflex 6 makes the main menu invisible or freezes on the load screen, and crashes on alt-tab.

Archive invalidation is taken care of and the game is patched to 1.2.416.

Why is this happening? I have GOT to be doing something wrong. i have been using mods ever since i started playing games, and i have came across several games with many versions and incompatibility issues like GTA IV where you needed that patch for this mod, and that patch for this mod, and this was not compatible with that, but i have never played a game that COMPLETELY DECLINES mods. :banghead:

Try using a mod manager like Oblivion Mod Manager to install? It is really hard to mess it up if you do it that way.

Are you, by any chance, playing on Vista or Win 7, and have installed to the default folder (Program Files)? That'll do it every time unless you know exactly what you're doing and have already done it before installation.

It's highly recommended to install to any other directory. I play on Vista and I install all games directly to my C: drive top folder.

You are correct in that i am using windows 7, but the default directory is C:\Program Files while i installed oblivion to D:\Program Files. does the drive matter, or does it happen generally because of the program files folder?

If the program files folder was setup by windows itself, at least, Vista and 7 both have security measures that prevent most files in that directory from being easily changed. This may even be true if you simply name a folder "Program Files" yourself, I don't know.
