Why is every clock in Fallout 3 and New Vegas stopped at 9:4

If you look at all the clocks on the walls in Fallout 3 and New Vegas, they are all stopped at 9:47. Why?

Even though Vegas and the surrounding area was virtually untouched by bombs... I guess it took a few hours for the radiation to waft over and break all the clocks..

Clearly the Chinese attack was synchronized to strike across the US in one-hour intervals so that all clocks would stop at the exact same time.

But... but... it's the electromagnetic disruption of a nuclear blast that stops clocks. In Vegas they should all show different times depending upon when the batteries ran out, or for ones operating on the mains, when the power station failed - which would vary depending upon type of power station.

Yes I know I'm just being pedantic at this point :P

Let's not forget that even back then they had windup clocks that would keep working even with an EMP blast...

Yes, but if we still have them now and had them back then, I doubt they'd be completely gone in that time stream. Also, some knowledge/libraries/etc have survived and you have caravans that travel, so information could pass around. Could they really not get working clocks into settlements in 200+ years?

I can't speak for the clocks in NV as I haven't gotten very far yet, but in FO3 not all the clocks stopped at the same time. There is information on the wiki to help explain why some stopped at different times.
