It's a couple of things for me. I can't say "fantasy > Sci-Fi" seeing as cyberpunk is my all time favourite jam, and I played as much Fallout 3 over 2 platforms as I have Skyrim (maybe a little less, certainly more than New Vegas).
1. The location. As a non-American, I could still recognise, care and take interest in the Capital Wasteland. I love it's extensive Subway exploration. I loved the sheer amount of historical/enterable buildings. I loved how much emptier and desolate/savage it felt compared with the far more civilized Mojave or Commonwealth. You were seeing settlements struggling for the most part, a lot of them new or 1st/2nd generation only outside of the big towns. I have put nearly 200hrs into Fallout 4, and I still don't care about Boston, I still don't appreciate how wonderfully accurate that Baseball stadium may or may not be, I have no interest in the Tea-Party era influences. I just. Don't. Care. New Vegas felt a bit that way, but had a larger variety of areas/cultures to get involved with.
2. The loss of Karma and "Evil" option. I can kill a farm, but if my actions aren't validated or responded to by others then why should I feel immersed as being "evil"? If the world I'm interacting with doesn't care, why should I? I can't be the slaver of children, the eldery and sick with a history of nuking eyesores that I could in Fallout 3, and that's where the comment a while back about "oh you require QUESTS to be evil? How droll" was a bit naive. If you want to be immersed, then make the damn world respond to you!
3. Weapons. I couldn't agree more with this article. Melee felt like pants early on when Feral Ghoul packs and early Mirelurk encounters perma-staggered you into the dirt, but once you unlock a few perks then I could just don my power armour and super sledge without a care before 2-shotting a Deathclaw. That extreme of weak-broken didn't feel like it had a bridge at all. As for guns, it feels like Energy Weapons and Ballistics are basically the same to me. The pipe weapons were a missed opportunity to give the players an easy early means to massively customize a weapon at low-levels to be far stronger than the perk-requiring standard weapons. Instead they're just a "last resort" option (still prefer my Hammer thanks). I tried using VATS as little as possible with guns to see how much fun I could get out of more immersive combat, and the dodge-sponges that are our enemies made me praise the 9 that I went melee on my first character.
4. No playable Ghoul or Synth? This was a HUGE missed opportunity given the rumor hype at one point for these 2 options. I'd love for next Fallout to give us the option of Human, Ghoul, Super Mutant and (not sure how given location) Synth. Instead we get the same old people, waiting for the same old mods to change that. I get that they wanted to tell a story, and it was an interesting story until the end, but this was an opportunity unlike any Fallout game before it which wasn't met.
That said I'm sure mods will add these things in time, but the actual game as designed has let me personally down. It doesn't have replay value to me, it doesn't have variety in approaching situations differently, it lacks quests and quests that I personally can care about (no Settlement no.12, I don't care if you're in trouble with Raiders) but most of all it lacks that spark that Skyrim and Fallout 3 before it had for me. The one that just let me make dozens of characters and lose myself from their release until I'd rebuy them again on PC and Mod them to be even better.
Unlock the framerate in the ini file, and then set the game to use vsync in Nvidia panel. If you have both enabled (in ini file and Nvidia panel) it behaves strangely in my experience.
To unlock the framerate, you change ipresetinterval=1 to ipresetinterval=0 in the ini file under my games. Then head to the Nvidia control panel, and set vsync to forced or application based (either will work)
Location I agree about, I can never visit Washington DC as i would fear supermutants downtown too much.
Karma was mostly an issue of stealing enough stuff or killing someone so you could get Clover.
System was broken, far more so in FO:NV. An Oblivion style reputation system would work well.
You could have stealing unseen giving an small reputation debuff. You enter an building and clear it out, people might notice that it was full before you enter and empty afterward and suspect you.
You could still steal a few items you needed but no clearing out unless very friendly.
Weapons in FO3 was boring, it was a few unique weapons you should get fast like the hunting rifle in the north east, Lincolns repater and the unique assault rifle was secondary, their main downside was ammo at lower levels.
Good gear should either be random or hard to get. Hiding them only work the first time
No one in the modern world could realistically survive in a medieval time anyway. No one showers and they throw their craps (literally) on the street.
The lack of Khajiit in Fallout 4 is an huge problem
We are playing an extremely different version of the game. FO4 feels huge to me. There so much non main quest stuff to do. What do you do? Go only on the main roads and never talk to anyone of listen to the radio? Well most internet pvssyr is telling folks their personal experience is wrong but mine seriously differ from yours
Then again Skyrim felt pretty big also. Typically I'd stall on the MQ in Skyrim with Delphine . In fallout 4 , I stall out around the glowing sea. That gets the BOS into the act. Even if you pursue the MQ though. You can be a very different person doing ot. Honestly, I feel like there's more dialogue that lets me define my character than in Skyrim or previous BGS games. Heck, even Darth Vader saved his kid in the end. My guess is you tend to look at the sides of things and not the space in between.

I've read them since Morrowind, where Daggerfall was of course so much better.
Great? I reserve that term for something not needing improvement. They're very good games, keeping me glued to the screen for weeks. But without mods, I wouldn't fire up Skyrim again.

I reserve great for games I truely love and can't get enough of Skyrim and FO4 get that. I'm super hyped for GECK made mods and what we might see, though. Skyrim was improved so much by mods. Not because it was a bad game but because I could personalize it to my likes/dislikes.
Well every since Skyrim, many gamers and critics have associated Bethesda with bad storytelling, outdated mechanics, and poor graphics... meanwhile, Skyrim's predecessor won best story and graphics across several publications back in 2006.

LOLOL so true! I've been thinking that many times... when my character AND companion are over-encumbered, I rather throw out a weapon, before I drop any of my precious junk!!!
And in that, all their games are similar, featuring the same strengths and weaknesses. The different setting is only window dressing.
