So, why do lights do this?

I've always noticed that when copy and pasting any sort of lightsource, usually just the placeholder light bulb, it always appears a long ways away from where my camera is situated, instead of nice and close like anything else.
So, why exactly do lights do this?

I've seen a few of the candles do it too, and it's really annoying.
No idea why... maybe because they don't have proper collision like most objects?

Yeah, I used to assume it was placed based on the radius of the lightsource, but its too far away for that.
