I keep sending dwellers into the wastes and they are forced to return, not using a single stimpack or rad away with only 5 to 6 items and a few hundred caps at max.

These aren't your average dwellers either, I got Moira Brown, Sarah Lyons and Star Paladin Cross only being able to carry 3 pistols and 2 outfits before getting tired and coming back.
