Your internet speed is the culprit and your computer seems fine. You might want to try to get a faster speed through your ISP.

with decent to good internet speed... without downloading the beta... it's 20 down 20 up... while downloading 17-18 down 21 up... I pay for 20down 20 up.. so not too bad...
Getting atm 70kb/s to 1.3 mb/s guess depending how many are downloading...
ZOS has or had cdns serving up the download files so the op may not be getting it from Dallas.
Before you call and upgrade your speed make sure you are not having drastically lower speeds then you are paying for. IE: If you are paying for 10Mb you will should have at minimum 7Mb or something is wrong. Call and find out what your internet speed is and if its much lower then what you are getting have a tech come out. If you want to avoid a tech fee make sure everything in the house is ok. IE: Router is not an issue, do not have splitters where they dont belong, etc.
For the actual game, those who have Internet speeds under 3 mb/s should get the actual dvd version of the game.
Or you can have a friend who is going to also play just copy his ESO files to a thumb drive and get the files that way. Really has to be a true friend because it's going to take a long time copying to the thumb drive even if he has USB 3.0.
Remember that you don't need a super fast Internet connection to actually play the game.
Verizon did that to me actually. I ordered 150/65 and got something a whole lot lower. What they didn't tell me is that I needed a Cat 6 from the Demarc to my router instead of the RG whatever. 3 months later they figure out the issues
no its not stuck at 13% about an hour ago it just jumped to 14% whoo hoo -.-
That's crazy. Have you asked your ISP what speed you should be getting? Those speeds look like something's wrong.
I have centurylink, I think your speed is a little lower then you should be getting. Unless you did a speed test while you were downloading ESO which would effect the results, or you're sharing internet with multiple people.
Can't tell where the op is but Centurylink usually serves rural areas of the U.S. where it's often difficult or expensive to get high speed Internet.
That is really, really slow. This is me right now on a crappy laptop while my boyfriend is playing games online: http://www.speedtest.net/my-result/3327495751 . I'm not sure how long it took me to download the launcher, but I set it up right before bed and it was done in the morning for me ...so less than 8 hours. I would call your internet provider.
your connection speed is a little slow it the problem just give it time and it will get finished.
just as a example here is my speedtest results.
