Why Do Some People Want To Spec In Heavy and Light Armor?

I have noticed that some people are going to spec in Light Armor and Heavy Armor. Is there something I am missing here or do people just want to have two types or armor sets?

My nord character will be specializing in just heavy armor. It doesnt make much sense to me to specialize in both.
